The Procurement Section of East Avenue Medical Center (EAMC) was created under Republic Act 9184, otherwise known as the Government Procurement Reform Act, wherein EAMC as the Procuring Entity may designate an existing office to serve as its Secretariat for the Bids and Awards Committee (BAC). This Office acts as the main support unit of the BAC. It performs as the network of communications for the BAC with the end users, other government agencies, suppliers of goods, infrastructure projects, consulting services, observers and the public. Likewise, it coordinates and arranges BAC meetings and conferences. It is responsible for the preparation of BAC resolutions and other necessary documents. It is a dependable custodian of procurement documents and administers the distribution of bidding documents to interested bidders. Further, it facilitates the procurement processes, monitors procurement activities for proper reporting to other government agencies and consolidates the PPMP’s from the different offices of the procuring entity.
As part of its mandate, the main objective of the Procurement Section is to deliver goods and services in a timely, economical and efficient manner. Relative to this, this Office purchases appropriate goods and services at the best feasible price to meet the needs of EAMC in terms of quality, quantity, time and location in accordance with the 2016 Revised Implementing Rules and Regulations of RA 9184.
Moreover, the Procurement Section ensures that the principles of government procurement must be adhered to in procuring goods and services by consistently observing transparency, competitiveness, streamlining and use of technology in procurement, accountability and public monitoring in the procurement processes, and implementation of awarded contracts as provided under RA 9184.
